Firmly foster the "Four Consciousnesses" and resolutely stand on the political position of loyalty to the Party
The Party's strong leadership has always been the spiritual flame sustaining the development and growth of oil enterprises. General Secretary Xi Jinping cares deeply about PetroChina's development: since 2008 he has inspected PetroChina nine times, made important speeches, instructions and written comments three times, and witnessed the signing of projects 22 times, providing fundamental guidance and a guide to action for PetroChina in all its work. On September 27, 2018, General Secretary Xi Jinping inspected PetroChina's Liaoyang Petrochemical Company and stressed the need to always uphold the "two consistencies" and advance steadily and practically along that path, once again greatly encouraging and spurring us on.

We always link the thorough study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Party with the thorough study and implementation of General Secretary Xi Jinping's instructions and written comments on PetroChina, studying and grasping them as thoroughly as the "two theories" were studied at the Daqing oil battle in those years, becoming further "hardened" in ideological work.
We always use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to guide the enterprise's reform and development, advancing in the same direction as the "two centenary" goals, defining the "three-step" strategic arrangement for building a world-class comprehensive international energy company, firmly fostering and implementing the new development concept, incorporating innovation into the enterprise's development strategy, and putting forward and implementing a policy of steady development, promoting high-quality business development, high-quality development momentum, a high-quality development foundation and a high-quality level of operation, and becoming further "solid" in building a world-class enterprise with global competitiveness.
Actively building a "great Party building" pattern and resolutely implementing political responsibility for managing and governing the Party
General Secretary Xi Jinping has stressed many times that doing a good job in Party building should be regarded as the greatest achievement. PetroChina firmly holds the "bull's nose" of responsibility for Party building, implements the Measures for the Implementation of the Responsibility System for Party Building Work in Central Enterprises issued by the Central Organisation Department and the Party Committee of the State-owned Assets Supervision and Administration Commission, and, taking the full implementation of responsibility for Party building work as a breakthrough, focusing on resolving the "dilution, emptying, weakening and marginalisation" of Party building work, guided by becoming "six important forces" and aiming to make the enterprise stronger, better and bigger, actively builds a "great Party building" pattern and pushes the comprehensive strict governance of the Party to develop in depth, one step at a time.
We always place strengthening the enterprise's Party building in a more prominent position, starting with strengthening organisational guarantees, establishing a Party building work leadership group at the group level to play the "hub" role of overall command and comprehensive coordination and to intensify systematic guidance on Party building. In the optimisation of head-office functions and institutional reform, we have fully and strongly staffed the systematic Party building work force, improved the organisational set-up of Party affairs departments, and incorporated Party building functions into the management of the Party Leadership Group's Organisation Department.
We have creatively built and improved the "three systems" of institutions, responsibility and safeguards for managing and governing the Party, and created the "three platforms" for research, exchange and information on Party building. We have optimised and improved the leadership system of "two-way entry and cross-appointment", with 80% of subordinate units implementing "one person holding the top two posts", while also exploring the appointment of an executive deputy secretary or executive deputy general manager of the Party Committee. We have creatively strengthened internal political inspection, achieving full coverage of all head-office departments, including the Human Resources Department and the Disciplinary Inspection Group's Supervision Department, and of all subordinate enterprises, including overseas ones. For overseas units we have introduced integrated management in which regional Party working committees take overall responsibility and Party A and Party B coordinate and act together, moving Party building responsibility forward and unifying Party building, team management and thinking within the same region.
We independently developed a Party building informatisation platform, actively exploring and practising the "Internet + Petroleum + Party Building" model. The "Petroleum Party Building" informatisation platform now covers 40,000 grassroots Party organisations and 700,000 Party members, initially achieving the goal of building organisations on the network, connecting Party members online and enabling every PetroChina Party member at home and abroad to witness and participate in the enterprise's Party building. More than 30 central enterprises and institutions have visited PetroChina to exchange experience, and the Chinese Embassy in Morocco has promoted and applied the Party building informatisation platform among more than 30 Chinese-funded enterprises. On "July 1" 2018, CCTV's Xinwen Lianbo broadcast a special report on PetroChina's experience in using the Party building informatisation platform to strengthen Party building, entitled "Smart Party Building: Building a Red Spiritual Home on the Internet".
Vigorously carry forward the petroleum spirit and resolutely shoulder the political responsibility of starting businesses and doing practical work
In the course of the development of China's petroleum industry, although the management system, the nature of enterprises and the leadership system have evolved several times, the major political principle of upholding the Party's leadership has not changed, the unique advantage of relying on Party building to drive reform and development has not changed, and the fine traditions and work style of the petroleum front have not changed. On the eve of the 95th anniversary of the founding of the Party, General Secretary Xi Jinping made important written comments on vigorously carrying forward the "petroleum spirit", which is the Party Central Committee's warm concern and earnest expectation for PetroChina. The petroleum spirit, with "hard work and solid effort" and the "Three Honesties and Four Strictnesses" at its core, is a powerful ideological weapon for PetroChina's sustained development. We resolutely implement the spirit of General Secretary Xi Jinping's important written comments, turning the petroleum spirit into the political consciousness of strengthening the "root" and consolidating the "soul", and kindling the flame of spirit and the breath of struggle of oil workers in the new era.
We further deepen study and education on the petroleum spirit, constantly explore its contemporary connotations, seek new paths of interpretation, and promote the inheritance and development of the petroleum spirit through typical examples. We continue to hold touring report meetings on the petroleum spirit, giving play to the exemplary and leading role of outstanding Party members, so that the petroleum spirit becomes the ideological mainline and mode of behaviour of every employee, with a focus on building a contingent of "Iron Man"-style cadres and employees and gathering the mighty force of starting businesses and doing practical work in the new period.
Among all Party members we carry out the "four interpretations" post practice activity, fostering a new trend of responsibility, practical work, achievement and friendliness. The broad ranks of cadres and employees use responsibility to interpret loyalty, practical work to interpret diligence, achievement to interpret the performance of duties and friendliness to interpret uprightness, and, through the practical actions of reform and innovation, they set up banners and benchmarks for PetroChina in safeguarding energy security, deepening enterprise reform and achieving high-quality development.
We organise an all-round "remoulding our image" discussion activity in all respects, promoting the normalisation and long-term effectiveness of image remoulding. The first week of June each year is designated as the activity week for "carrying forward the petroleum spirit and remoulding a good image". We concentrate on rectifying prominent problems affecting our image, insist on lawful and compliant operation, fully fulfil social responsibility, help with poverty alleviation and strengthen brand building; the corporate image of "loyalty and responsibility, uprightness and integrity, law-abiding and compliant, steady and harmonious" has returned to public view, and the pride of "how glorious it is to be an oil worker" has burst forth once again.
Enhancing the vitality of grassroots Party building and resolutely building strong fighting fortresses
General Secretary Xi Jinping pointed out that we should not relax in building strong grassroots Party organisations in state-owned enterprises, ensuring that wherever the enterprise develops, Party building follows and the fighting fortress role of Party branches is reflected. PetroChina insists on treating grassroots work and laying foundations as a long-term plan and a fundamental move, comprehensively consolidating grassroots Party building and focusing on building rock-solid grassroots Party organisations full of vitality and strong in fighting capacity.
We solidly carry out study and education on the "two studies and one action". Party Leadership Group leaders take the lead in studying and discussing and take the lead in giving Party lectures, and participate in the organisational life of their branches and receive Party lecture education as ordinary Party members, leading by example and setting standards. In studying the Party Constitution and Party rules and the series of speeches, Party organisations at all levels strengthen their study consciousness, promote exchange through special discussions and deepen understanding through answering questions while studying; branch secretaries give Party lectures conscientiously, and Party members actively give accounts of their posts. We carry forward fine traditions and firmly grasp the building of grassroots Party branches. We strengthen grassroots building centred on Party branch building, firmly foster the clear orientation that all the Party's work reaches the branches, give full play to the fine tradition and unique advantage of the petroleum industry's "three bases" work, and always maintain "two 100 percents" in the rate of sound grassroots Party organisations and the rate of Party members receiving education. We enrich and improve work vehicles, deepening activities such as the creation of "six ones" Party branches, the Party building "triple linkage" responsibility demonstration points and Party member responsibility zones. We actively promote the reaching of standards and upgrading of Party branches, explore certified appointment of Party branch secretaries and basic skills training in the "five clarities and three abilities", take grassroots organisational life seriously, and constantly enhance the organising capacity of grassroots Party organisations and strengthen their political functions.
We adhere to a problem orientation and effectively solve the weak links in grassroots Party building. We strictly and practically implement the key tasks of grassroots Party building, focusing, by studying, investigating and correcting as we go, on resolving the problems of Party building work being hot at the top and cold at the bottom and of poor transmission of pressure; leaders of the Party Leadership Group lead teams to carry out major Party building supervision across the whole system, further promoting the implementation of responsibility for grassroots Party building through both grassroots self-inspection and head-office supervision.
Stirring up the momentum to move forward and resolutely opening up new prospects for enterprise reform and development
General Secretary Xi Jinping stressed that raising enterprise efficiency, enhancing enterprise competitiveness and maintaining and increasing the value of state-owned assets should be the starting point and goal of the work of Party organisations in state-owned enterprises, and that the results of enterprise reform and development should be used to test the work and fighting capacity of Party organisations. We insist on using Party building to concentrate the spirit and gather the soul, deeply planting the red bloodline with strong vitality into the body of the enterprise, lifting people's spirits, strengthening confidence and boosting morale, so that a million oil employees unite with one will, work hard and forge ahead, releasing a powerful driving force for overcoming difficulties and pushing reform and development to achieve one new breakthrough after another.
In recent years, facing the challenge of low oil prices head-on, PetroChina has fully implemented the innovation strategy, and through technological, institutional and management innovation, the company's operating revenue, total profit and domestic taxes and fees account for about 1/11, 1/20 and 1/7 of those of central enterprises respectively. The company ranks fourth among the Fortune Global 500 and third among the world's top 50 oil companies, and continues to maintain an A grade in the operating performance assessment of central enterprise leaders by the State-owned Assets Supervision and Administration Commission. It ranks high in the assessment and evaluation of the Party building work responsibility system of central enterprises organised by the Party Committee of the State-owned Assets Supervision and Administration Commission, marking the achievement of the staged goal of "two firsts" in PetroChina's Party building work.
At present, the reform of state-owned enterprises is in a critical period and a deep-water zone, and the Party's leadership can only be strengthened, not weakened. In the past two years, the PetroChina leading group for comprehensively deepening reform has held more than 20 meetings and deployed and implemented more than 160 reform measures, achieving notable results in reforms in key areas and critical links such as optimising the control model, improving the market-oriented operating mechanism, deepening the reform of the personnel, labour and distribution system and promoting slimming down and improving health, showing a good momentum of all-round effort, breakthroughs at multiple points and steady, rapid progress. Deeply integrated into the Belt and Road Initiative, it operates more than 50 oil and gas cooperation projects in countries along the routes, with annual oil and gas equity output equivalent to 81.7% of the company's total overseas equity output. It has formulated a plan to accelerate domestic exploration and production development, waging an offensive battle in exploration and development, and, on the basis of maintaining effective stable domestic crude oil production of more than 100 million tonnes per year and annual natural gas production exceeding 100 billion cubic metres, strives to promote steady growth in crude oil output and rapid increases in natural gas output, completing without slackening the historic task entrusted by the Party and the country and continuing to make high-level contributions to safeguarding national energy security.
