Grasping the big picture and solving practical problems for the grassroots
While serving as manager of the Logistics Department, he fully implemented the company's logistics management guidelines and policies and comprehensively optimized and integrated storage and logistics; logistics management was highly effective and market support capability improved markedly. He persisted with a daily production and operations scheduling meeting, at which order execution was reported and unprocessed orders, overdue orders and orders without payment were followed up one by one, with problems coordinated and solved on the spot, improving order execution efficiency. The time, participants, content and agenda of the scheduling meeting were clearly specified, raising the quality of the meetings. There were fewer customer complaints and problems of untimely supply, and production and sales problems were solved effectively and in good time.
While serving as head of the Production and Operations Division, he was responsible for production, quality, safety, transport and many other areas. With more management content came greater responsibility. Faced with a large volume of management work, Guo Yonggang insisted on letting systems do the talking and managing by system, straightening out the department's work in a short time. In accordance with the requirements of company leaders, he launched the company's quality breakthrough campaign; through quality problem screening, units identified 179 quality problems of various kinds and, after discussion, set up 34 breakthrough projects. To date 9 projects have completed their breakthroughs and the remaining 25 are under way.

Guo Yonggang often says that one department alone cannot complete all the work; close collaboration among departments is essential, and such collaboration is an important way to solve problems. Communicating with other business departments has become a daily necessity; through communication and collaboration, product supply problems and customers' quality complaints have been solved, providing important support for better serving the market, sales and customers. To achieve the targets of 7-day supply for premium products such as the new Tianrun and 15-day supply for packaged oil products, he strengthened management of advance production preparation, production scheduling and product reserves to ensure timely supply. Supply times are counted, analyzed and reported, the factors affecting supply are identified and coordination and handling are carried out promptly; packaged oil achieved a supply rate of 73.8 percent within 7 days and 95.8 percent within 15 days, markedly shortening the delivery cycle and raising supply capability.
Leading from the front to ensure smooth progress of work
At work Guo Yonggang leads from the front, discussing problems with departmental staff and finding ideas and methods to solve them. Total quality management is applied in production; to strengthen product quality consistency and stability, internal product control standards were revised and improved, and incoming monitoring of additives was reinforced: an investigation of the color status of additive package products was organized and the incoming inspection color control indicators were determined for the first batch of 34 self-developed additive packages and 23 externally purchased additives. On the basis of the original daily scheduling report, he compiled information on base oil quality and inventory, order submissions and shipments in the company's production and operations process and provided it promptly to company leaders and relevant departments. For key production process matters and quality complaint incidents he applies project management, with one matter, one lead responsible unit and one lead responsible person, tracking and supervising each case through to closure.?
