Company Holds Enlarged Study Session of the Party Committee Central Group

On the afternoon of September 22, the company held an enlarged study meeting of the Party committee central group, chaired by Xu Yuanke, secretary of the company's Party committee. Members of the company's leadership team, the general manager's assistants, deputy chief engineers, cadres at deputy division level and above of the head office and all Party members attended at the main venue. Members of the leadership teams of the second-level units and all Party members and cadres took part at branch venues by video. This was the second study session of the Party committee central group (enlarged) under the second theme of the company's special education on 'three stricts and three earnestnesses'.
Zhang Yibin, associate professor of the China National Petroleum Management Cadre Institute, was invited to give a special lecture on 'GE's Execution Capability'.
General Electric (GE) is the world's largest multinational company combining technology, manufacturing and services. In the more than 130 years since its founding it has, through its distinctive management approach, business philosophy and execution capability, become a 'roly-poly' among the world's famous enterprises amid fierce market competition; GE's execution capability in particular has played a very important role in its development and has become a model studied and drawn on by many enterprises and entrepreneurs around the world.
Professor Zhang gave a detailed explanation covering GE's development history, management model, operating mechanism, business objectives, execution philosophy, talent development, assessment mechanisms, institutional building and corporate culture. Among these, 'dreams start the future', 'leading change', 'pursuing being number one or number two', 'operating plans' and 'development strategy', as well as striving to be the best enterprise and the best employees with both ability and integrity, brought everyone much food for thought and inspiration. Professor Zhang also set out his own views in connection with the group company's development goals, the 'big discussion on reshaping our image' currently under way and topics concerning the development of the Lubricant Company.
Through the study everyone generally felt they had gained a great deal. They became clearer about what execution capability is, who the people who execute are and what execution is, and they understood such matters as brand positioning, value positioning and corporate culture. They learned more about why target management is carried out, as well as its advantages and disadvantages and how targets are measured. In performance management they came to understand several management methods such as forced distribution, critical incidents and elimination of the lowest performers.
Through the study, everyone came to understand better the importance of adhering to a people-oriented approach and respecting talent: modern enterprise competition depends more on competition for talent, competition depends on speed and enterprise success depends on service. They also came to understand better that improving execution capability is very important for leaders. Barnevik, chairman of the US company ABB, once said: 'A manager's success is 5 percent strategy and 95 percent execution.' Therefore only leaders who take part in the operation of the enterprise can have the perspective to grasp the whole picture and make correct decisions. They further understood that for the ordinary employees who make up most of an enterprise, quality matters, ability matters, team spirit matters and execution matters, and that doing one's work to the utmost is one's duty, the concrete act of execution and also the pursuit of good moral character.
When chairing the study session, Xu Yuanke said that learning from advanced experience and methods is not only to raise awareness and increase knowledge but also, and more importantly, to improve our work. The key is to put things into effect: the test of execution capability lies in whether the work is done solidly and thoroughly and whether one sets high standards and demands for oneself.
Xu Yuanke stressed that the company's various tasks are currently very heavy and that the broad body of cadres and employees must lift their spirits, broaden their horizons and strengthen their sense of crisis and urgency. They should further strengthen execution capability and firmly grasp the full implementation of all work.
