Beijing Kunlun Lubricant Plant Attends Beijing's Signing Ceremony for Major Industrial Projects

On June 3, Beijing held a signing ceremony for major industrial projects at the Capital Hotel. Liu Qi, member of the CPC Central Committee and Secretary of the Beijing Municipal Party Committee, and Guo Jinlong, member of the CPC Central Committee and Mayor of Beijing, attended the ceremony. On behalf of the municipal leadership, Mayor Guo Jinlong extended warm congratulations on the signing and start of construction of the major industrial projects and offered a sincere welcome to Chinese and foreign enterprises that choose to invest in Beijing. He stressed that the signing of major industrial projects marked strong project support for Beijing's effort to strengthen its secondary industry and revitalize strategic emerging industries.
The Beijing Municipal Party Committee and Municipal Government put forward the major approach of "optimizing the primary industry, strengthening the secondary industry and expanding the tertiary industry," formulated and implemented plans for adjusting and revitalizing key industries, made the strategic deployment of building two high-end industrial clusters in the north and south of the city, and introduced a series of policies and measures to promote the industrialization of technological achievements and attract major industrial projects to locate in the city, laying a solid foundation for accelerating industrial adjustment and development. Beijing has signed and started construction on 39 major industrial projects this year, with total investment reaching 38.9 billion yuan. The Beijing Kunlun Lubricant Plant supporting facilities improvement project was among them. Since the Beijing plant project was submitted for approval, it has received great attention from the Daxing District Government and the Beijing Municipal Government, and was designated by the Daxing District Government as one of its 2009 government-supervised projects. In 2010, following thorough research, the Beijing Municipal Commission of Economy and Information Technology concluded that the Beijing plant project is PetroChina's first substantive professional lubricant production plant in the Beijing area, with advanced processes, complete facilities, large production scale, wide coverage and numerous supporting enterprises. It has a strong driving effect on the regional economy and is highly representative and demonstrative. Under the supervision of the Commission, the Beijing plant project was included in the "Capital Green Channel Construction Program," which provides full-process services for project introduction and implementation and created favorable conditions for accelerating the approval procedures. The Beijing plant's participation in the municipal signing ceremony as a 2010 major industrial start-up project demonstrates the high importance the Municipal Party Committee attaches to the development of PetroChina's lubricant business.
