On September 12, the first 'Everyone Talks About SOE Reform' event, hosted by State Power Investment Corporation (SPIC) and themed 'New SOEs, New Mechanisms, New Drivers', was held in Beijing, where many industry insiders gathered to talk freely about the 'continuation in practice' and the 'new chapter for the future' of state-owned enterprise reform.
Ma Zongli, Executive Director and Party Committee Secretary of PetroChina Lubricant Company, was invited to attend the event as a guest and, focusing on 'improving the institutional mechanisms for developing new quality productive forces in light of local conditions', mainly introduced the lubricant company's practices and achievements in promoting high-quality development with new quality productive forces, which won high praise.

In his exchange speech, Ma Zongli focused on the lubricant company taking reform and innovation as 'a key' to solving high-quality development and on the institutional mechanism formed under the 'two-wheel drive' of scientific and technological innovation and management innovation that is both simple and efficient and full of vitality. He mainly introduced that, in the process of deepening reform and development, the lubricant company has clarified the development direction of 'building a responsible, warm and well-regarded world-class lubricating materials company', the three major positions of 'strengthening technology, optimizing characteristics and expanding scale', and the two transformations from 'lubricating oil' to 'lubricating materials' and from 'selling products' to 'providing overall lubrication solutions'. He systematically expounded the lubricant company's experience and practices in management innovation of further improving management capability through measures such as optimizing the management structure, compressing management levels and integrating and establishing four major production-and-sales regional companies, as well as the substantive breakthroughs achieved in national-level major projects such as aviation engine oil and basic research on high-end lubricating materials through continuously improving the enterprise cooperation mechanism and actively building a '1+N' strategic alliance in scientific and technological innovation. Original and landmark achievements have emerged one after another, and a batch of new achievements and new products have achieved localized substitution in traditional industries such as high-speed rail, power transmission and transformation, and military industry, and have been successfully applied in emerging fields such as wind power, photovoltaics and new energy vehicles.
This invitation not only affirms the lubricant company's continuous deepening of reform results but is also an important driving force for future development. Under the leadership of the new leadership team, the lubricant company has thoroughly studied and implemented the central government's decisions and arrangements on deepening SOE reform, earnestly implemented the guiding opinions of the Party Leadership Group of the Group Company on deepening reform, and actively promoted the 'Double Hundred Action' of SOE reform, taking the lead in achieving breakthroughs in key areas and key links of reform. This year it was again rated as a benchmark enterprise in the special assessment of the 'Double Hundred Action' of central enterprises by SASAC, ranking 4th among 66 'benchmark' enterprises of the Double Hundred reform. This is also the second consecutive year that the lubricant company has been honoured as a benchmark enterprise, fully demonstrating its firm determination and historical responsibility to carry reform through to the end.
