Company Party Committee Holds Enlarged Study Group Meeting

On April 14, the company's Party committee study group organized an enlarged study video conference. The meeting invited Professor Wang Jianqiang of Beijing Petroleum Managers Training Institute to give a special guidance lecture on the spirit of the 'Two Sessions', with special guidance focused on the new normal of economic development. Company Party committee secretary Xu Yuanke chaired the meeting.
In his lecture titled 'China's Social Reform and Development under the New Normal', Wang Jianqiang interpreted the background and connotation of the 'new normal', the challenges facing China's social reform and development, the government work report's planning for China's social reform and development under the 2015 new normal, strategies for adapting to the 'new normal', and the ten key points and six highlights concerning energy in the government work report, offering new thinking on economic development under the new normal from several perspectives. The lecture was rich in content, accurate in viewpoint, clear in analysis and thought-provoking.
Xu Yuanke gave a concluding speech, setting out four requirements for further implementing the spirit of the 'Two Sessions' in light of the company's current work:
First, earnestly study and implement the spirit of the 'Two Sessions'. The spirit of the 'Two Sessions' is extremely rich in content, and leading cadres at all levels and Party members should earnestly study, deeply grasp and systematically understand the substantive connotation of the new normal of China's economic development, the basic characteristics of the new normal, modernization, the 'Belt and Road' and other national development strategies. Now and for some time to come, all units under the company should treat studying and implementing the spirit of the 'Two Sessions' as an important political task, combining it with studying and implementing the spirit of the Fourth Plenary Session of the 18th Central Committee of the Party, with studying and implementing the spirit of General Secretary Xi Jinping's series of important speeches, and with doing the company's current lubricant work well, so as to understand the new situation, grasp the new features and identify the right focus. Party organizations at all levels should adopt systematic study, special discussions and other methods to set off an upsurge of studying, publicizing and implementing the spirit of the 'Two Sessions' throughout the company, so that the broad ranks of cadres and employees, especially leadership teams and leading cadres at all levels, unify their thinking and actions with the spirit of the plenary session and with the central authorities' major decisions and strategic deployments.
Second, leading cadres should take the lead in changing concepts, raising understanding and adapting to the new normal. Leading cadres at all levels should grasp the new situation, firmly uphold the strategic core of building a world-class lubricant company, persist in independent innovation, enhance the strength of scientific research innovation and profitability, strengthen sales system management and channel building, improve service quality, raise the market competitiveness of the Kunlun brand, optimize production organization and raise production support efficiency; they should take the lead in observing Party rules and enterprise regulations, promote management improvement, continuously consolidate the enterprise's foundation and improve the ability to deepen reform, drive development, resolve conflicts and maintain stability, solidly putting all work into practice; and they should perform their duties according to law, make decisions scientifically and democratically, act strictly in accordance with national laws and regulations and the company's rules, strengthen the compliance system and institutional development, continuously improve the company's systems and processes, and comprehensively plan and complete this year's '233' key work.
Third, the broad ranks of Party member cadres should fully recognize the severe situation currently facing the group company. From January to March, affected by low oil prices, the group company's economic performance declined to some extent, and the Lubricant Company also faces considerable pressure in its economic situation. In the face of the current situation, Party member cadres at all levels should strengthen their sense of crisis and mission and firm up their confidence in overcoming difficulties. In 2015 the State-owned Assets Supervision and Administration Commission strictly applied performance-linked pay assessment to central enterprises, and the group company has recently issued a notice on adjusting the total wage plan; everyone in our company should adopt the mindset of living a hard and frugal life. Next, the pressure of performance-linked pay will also be passed on to the whole company; in the face of that pressure, Party member leading cadres at all levels should lift their spirits, unite and lead the broad ranks of employees, and work hard to do a good job in all of 2015's work.
Fourth, strictly implement the principal responsibility for Party conduct and clean government building and resolutely form a joint work force of coordinated management. The principal responsibility for Party conduct and clean government building is a major political responsibility of the Party committee. Leading cadres should take the lead in strictly observing the red lines of political discipline and political rules and earnestly implement the Central Committee's eight-point regulations and the group company's 20 requirements. The principal persons in charge of the Party committees of units under the Lubricant Company and their team members should earnestly fulfill 'one post, two responsibilities', with each level overseeing the level below and pressure transmitted layer by layer, managing the team, leading the staff and governing themselves well. As the first responsible person, the Party committee secretary must always remember that a Party post means political responsibility, setting an example while genuinely managing strictly and leading the team well and earnestly fulfilling the duty of managing and governing the Party; implementing the principal responsibility is the duty of the Party committee team, and every team member bears leadership responsibility for Party conduct and clean government building within the scope of their duties; and the principal administrative person in charge, while earnestly performing the main duties of operation and development, should remember their Party post and responsibilities and truly attach equal importance to preventing and controlling integrity risks and to production and operations, and to Party conduct and clean government building and to business development, providing a strong guarantee for the company's sustainable development with quality and profitability.
