East China Lubricant Plant Honored as a "Three-Star Environmental Protection Credit Enterprise" by Taicang City

On June 11, 2010, at the commendation conference for the "Third Batch of Three-Star Environmental Protection Credit Enterprises" held by the Taicang Environmental Protection Bureau, PetroChina's East China Lubricant Plant was awarded the honorary title of Taicang City "Three-Star Environmental Protection Credit Enterprise."
During the selection process, the Taicang Environmental Protection Bureau assessed the environmental protection credit standing of nearly one hundred enterprises included in the scope of this evaluation. Through procedures including application, review and public disclosure, eight enterprises - including the East China Lubricant Plant - were finally rated as the third batch of Taicang City "Environmental Protection Credit Enterprises."
Since its establishment, the East China Lubricant Plant has consistently complied with environmental protection laws and regulations, committed itself to cleaner production, continuously improved its environmental management system, formulated emergency response plans, and discharged pollutants in accordance with the law, recording no environmental protection petition incidents and no environmental pollution accidents for many consecutive years. The plant has also actively responded to the local government's call on circular economy work, setting out working guidelines for rational energy consumption control, compliant wastewater discharge, recovery and reuse of steam condensate, and rational use of overhead line oil and tank-cleaning oil. Since the plant was built, it has invested more than 10 million yuan, adopting advanced facilities such as pulsed pneumatic blending and agitation systems and automatic pigging and manifold systems, greatly reducing pollution in the production process.
The focus of environmental protection is management at the production site, and the East China Lubricant Plant has carried out a series of work in this regard. First, it has strictly managed water systems. It assigns dedicated drainage operators with clearly defined job responsibilities, marks discharge points prominently, and monitors COD and pH indicators in wastewater every week. It has upgraded the rainwater discharge system, converting all drainage wells into water-sealed wells fitted with valves, completely eliminating the possibility of accidental discharge. In the oily wastewater discharge system, the wastewater and rainwater discharge valves in each tank farm have been converted to automatic valves, preventing oil leakage under abnormal conditions from being discharged to the pipe network and affecting the environment. Second, it handles solid waste properly, storing industrial solid waste and hazardous solid waste separately, filing declarations in accordance with the law, strictly managing solid waste disposal, and vetting the qualifications of solid waste recycling contractors, so that the disposal rate of industrial solid waste and hazardous solid waste reaches 100%. Third, it has increased buffer distances to reduce the impact of waste gas and noise on the environment. The sanitary protection distance has been set at 200 meters, suitable tree species have been selected, and the isolation green belt along the plant boundary has been improved, reducing the impact of fugitive waste gas emissions and noise on the environment around the plant boundary.
Winning the title of "Three-Star Environmental Protection Credit Enterprise" has established a strong corporate reputation for East China Lubricant. The plant will take this as motivation to further commit itself to cleaner production, strengthen supervision, and do a good job in environmental protection and treatment.
