Feasibility Assessment of the Supporting Improvement Projects at the Beijing and East China Lubricant Plants Passes Review

Recently, commissioned by the Planning Department of the group company, the group company's Consulting Center organized experts to convene an assessment meeting on the feasibility study reports for the supporting improvement projects of PetroChina's Beijing Lubricant Plant and East China Lubricant Plant. Relevant leaders and personnel from seven units and departments, including the group company's Planning Department, the Sales Branch, the Consulting Center, the Dalian Branch of China Petroleum Engineering Co., Ltd. and Daqing Oilfield Engineering Co., Ltd., attended the meeting.
Members of the expert panel listened in detail to Lubricant Company's report on the first-phase construction of the East China Lubricant Plant, the application of new technology, production operations, benefits achieved and the main problems currently existing, and then inspected the blending, packaging, storage, manifolds and control systems of the East China Lubricant Plant and visited the site of the land to be requisitioned. In addition, members of the expert panel also carried out on-site research and inspection at the Beijing Lubricant Plant.
At the assessment meeting, the unit that prepared the feasibility studies reported in detail on the feasibility study reports for the two projects, and the experts carried out a careful assessment. The assessment held that, as the first modern lubricant plant built by PetroChina outside the region, the East China Lubricant Plant has an accurate market positioning, and since going into production has relied on its advanced technology and high level of management to play an important role and make a positive contribution to expanding sales outside the region, guaranteeing supply to the East China and South China markets and enhancing the influence of the Kunlun brand. However, as one of the three blending plants and five logistics centers outside the region, it currently has many aspects that are not yet adequate, and carrying out supporting improvements on it as soon as possible is very necessary. The supporting improvement scheme is advanced and reasonable in process, appropriate in scale and economically feasible.
The assessment held that the Beijing Lubricant Plant is located in the important Beijing-Tianjin region, where regional sales volumes and storage volumes are growing rapidly; at present it relies on renting part of its storage facilities for sub-packaging, with insufficient capacity, an unreasonable structure, no blending facilities and clearly insufficient storage capacity, making it difficult to meet market demand. As the logistics center for the North China region, carrying out supporting improvements on it as soon as possible is also very necessary. The supporting improvement scheme is advanced and reasonable in process, appropriate in scale and economically feasible.
The expert panel approved the assessment of the feasibility study reports for the two projects and put forward suggestions for revision, improvement and supplementation regarding the problems in the feasibility study reports. The approval of the feasibility study reports for the supporting improvement projects of the Beijing Lubricant Plant and the East China Lubricant Plant by the experts has laid the foundation for the two projects to be formally established.
