On February 17, the Company's Fourth Session of the Fifth Employee Representatives' Congress and 2022 Work Conference were held via video. The meeting summarized the achievements of 2021, analyzed the new challenges, opportunities, and characteristics faced, clarified future development goals, and made arrangements for this year's work.
The conference opened with the company’s special feature film, “Striving Forward in the New Era.” Xiao Hongwei, Executive Director and Secretary of the Party Committee, delivered the 2021 work report of the leadership team and his personal work report; Sun Shuhao, General Manager and Deputy Secretary of the Party Committee, delivered the work report titled “Bravely Moving Forward to Write a New Chapter, Diligently Pursuing Progress Toward the Future, and Advancing the Development of a World-Class High-Tech Enterprise,” as well as his 2021 personal work report; and Yang Ying, Chief Accountant, delivered the company’s financial budget and final accounts report.
The work report noted that 2021 was a landmark year in the history of the Party and the country, and an extraordinary year in which the Company set out its plans and pressed ahead with high-quality development. Facing the pandemic of the century and profound changes unseen in a century, the Company, from top to bottom, thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implemented the decisions and arrangements of the Party Central Committee and the Party Leadership Group of the Group Company, focused on lifting Party building to a new level, securing new breakthroughs in reform and innovation, and aiming for the top in industry standards, carried out a series of pioneering measures and achieved a batch of landmark results, with outstanding achievements in seven areas: new results in major operating performance, new paths opened in comprehensively deepening reform, new engines built through self-reliance in science and technology, new heights in brand image building, new momentum cultivated through quality and efficiency improvement actions, new improvements in corporate governance capability, and new vitality gathered through Party-building-led development. In the centenary year of the founding of the Party and the opening year of the 14th Five-Year Plan, the Company submitted a qualified answer sheet.
After an in-depth analysis of the challenges and opportunities facing the Company in 2022, the report set out its future vision together with its guiding principles, objectives and key work arrangements for 2022. The overall approach is: guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Party, the plenary sessions of the 19th Central Committee and the Central Economic Work Conference, implement the deployment requirements of the Group Company's work conference, fully, accurately and comprehensively apply the new development philosophy, serve and integrate into the new development pattern, continue to deepen the "3369" development blueprint, take as the main line the "three improvements" of lifting Party building to a new level, securing new breakthroughs in reform and innovation, and aiming for the top in industry standards, highlight the digital economy, implement the four strategic measures of "strengthening the enterprise through talent, improving quality and efficiency, low-cost development and cultural guidance", comprehensively strengthen Party leadership and Party building, and coordinate the advancement of scientific and technological leadership, reform and innovation, quality and efficiency improvement, digital and intelligent transformation, corporate management and risk prevention, so as to advance the building of a world-class high-tech enterprise, open up new prospects for high-quality development, contribute to the Group Company's realization of its world-class goal, and greet the successful convening of the 20th National Congress of the Party with outstanding performance. The future vision and goals are: firmly uphold the strategic goal of "building a world-class lubricant company", take technology as the core engine, anchor on the "three firsts" of major domestic lubricant technological achievements and national-level awards, domestic sales of high- and mid-end products, and sales of finished lubricants, shift from an "operational" to a "technology-driven" model, achieve a historic leap from "following the pace" to primarily "keeping pace and leading the way", build a world-class high-tech brand company with the best returns, the best brand and digital and intelligent capabilities, and become an industry leader.
Focusing on achieving the task objectives, the work report made arrangements for key work in 2022. First, emphasizing strictness and practical results, Party building will reach a new level; second, making good use of the crucial approach, reform and innovation will achieve new breakthroughs; third, strengthening technological leadership and aiming to rank first in the industry; fourth, emphasizing cost leadership and creating new advantages through improved quality and efficiency; fifth, being courageous in shouldering responsibilities and fulfilling duties, and raising refined and lean management to a higher level.
During the meeting, Xiao Hongwei and Sun Shuhao signed the 2022 Performance Contract, and separate 2022 Responsibility Statements for Party Conduct and Integrity in Government were signed with the members of the leadership team. The meeting heard the company’s 2021 report on the selection and appointment of personnel, as well as an explanation of issues related to the 2021 annual assessment of the company’s leadership team and leaders. The attending representatives held group discussions and deliberated on the above reports, the Company’s 2021 Report on the Implementation of the “Three Major and One Important” Decision-Making System, the Company’s 2021 Report on the Use of Trade Union Funds and Assistance Funds, the Company’s 2021 Welfare Fund Use and 2022 Budget Report, and the Company’s 2021 Report on the Use of Business Entertainment Expenses. They reached broad consensus and unanimously adopted the resolutions of the conference.
At the meeting, the employee representatives also participated in the online evaluation of the company’s leadership team and leaders, the democratic recommendation of reserve cadres, and the “one report and two evaluations” regarding the selection and appointment of leaders.
The meeting called on all employees of the Company, standing at the new stage of marching toward the second centenary goal and looking ahead to the new journey of building a world-class high-tech enterprise, to unite even more closely around the Party Central Committee with Comrade Xi Jinping at its core, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the decisions and arrangements of the Party Leadership Group, forge ahead with courage to write a new chapter and work steadfastly without slackening toward the future, open up a new situation for high-quality development, make new and greater contributions to building a world-class enterprise that endures, and greet the successful convening of the 20th National Congress of the Party with outstanding achievements!
