Company Holds Enlarged Party Committee Study Session to Convey the Spirit of the Fourth Plenary Session of the 18th CPC Central Committee

On the afternoon of November 18, the company held an enlarged Party committee central group study session to study the spirit of the Fourth Plenary Session of the 18th CPC Central Committee and to convey the group Party leadership's requirements and arrangements for “emphasizing deep study and comprehension of the plenary session's spirit and striving to build a law-governed and transparent central enterprise.” Company Party secretary Xu Yuanke chaired the meeting.
At the meeting, Professor Wang Jianqiang of the Beijing Petroleum Management Cadre Institute was invited to give a special tutorial titled “Running the Country According to Law and Running the Enterprise According to Law,” interpreting the spirit of the Fourth Plenary Session of the 18th CPC Central Committee around themes including “one overall goal, two entries in the annals of history, resolving three major difficult problems, four basic frameworks, five basic principles and five major systems, six important tasks, and seven major features of a China under the rule of law,” and offering new thinking on advancing law-based corporate governance from several perspectives.
Secretary Xu conveyed the spirit of Comrade Zhou Jiping's speech at the group company's report meeting on the spirit of the Fourth Plenary Session of the 18th CPC Central Committee and, in accordance with the requirements of the group Party leadership and in light of the company's actual situation, put forward three requirements. First, the spirit of the Fourth Plenary Session of the 18th CPC Central Committee must be earnestly studied and implemented. All units subordinate to the company must take studying and implementing the plenary session's spirit as an important political task, and Party organizations at all levels should adopt systematic study, special discussions and other methods to set off an upsurge of study, publicity and implementation across the company, so that the broad ranks of cadres and employees — especially leadership teams and leading cadres at all levels — unify their thinking and action with the plenary session's spirit and with the central authorities' major decisions and strategic arrangements, and concentrate their strength on achieving the tasks and goals set by the plenary session. Second, leading cadres must take the lead in implementing the plenary session's spirit and strictly observe political discipline and political rules. In advancing law-based corporate governance, leading cadres at all levels must take the lead in acting according to law, abiding by laws and regulations, observing Party rules and regulations, and complying with enterprise rules and regulations, continuously improving their ability to use law-based thinking and law-based methods to deepen reform, promote development, resolve conflicts and maintain stability, and solidly put the tasks of law-based corporate governance into practice. Third, the year-end wrap-up work and early next year's work arrangements must be handled well. It is necessary to combine this with actual work, find the entry points and focal points for implementing the plenary session's spirit, continuously improve and perfect company systems and processes, comprehensively advance law-based corporate governance, and plan and implement this year's various tasks well so as to complete this year's “1133” key work. The company must continuously improve its development quality and profit-creating ability, lay a solid foundation for a good start next year, and strive to advance the building of a world-class lubricant company.
During the meeting, general manager Wang Ling put forward specific requirements for implementing the spirit of the plenary session and strengthening the building of the company's “year of systems.” Members of the company's leadership team, the general manager's assistants, deputy chief engineers, the union vice chairman, heads of all departments of the head office, Party members of the head office, and members of the leadership teams of second-level units, heads of their departments and Party members — nearly 900 people in total — attended the meeting.
