The Company holds its 2024 annual science and technology work conference.

On May 8, the Company's 2024 annual science and technology work conference was held in Dalian. The conference aimed to thoroughly implement General Secretary Xi Jinping's important expositions and a series of important instructions on scientific and technological innovation, resolutely implement the Group Company's decisions and arrangements, unswervingly implement the strategy of innovation-driven development and technology empowerment, and devotedly pursue high-level scientific and technological self-reliance and self-strengthening.
Ma Zongli, Executive Director and Party Committee Secretary of the Company, Ma Zhenhang, Deputy General Manager, the General Manager Assistant, the Deputy Chief Engineer, specially invited senior technical experts, the main leaders of relevant departments and research units, as well as scientific research managers and core research backbones, gathered together to jointly witness the brilliant achievements of the Company's scientific and technological work and jointly plan the Company's future path of science and technology.
At the meeting, Ma Zhenhang delivered a science and technology work report titled 'Strengthening Support and Guidance, Accelerating Self-Reliance and Self-Strengthening, and Striving to Write a New Chapter of High-Quality Development in the New Era'. Zheng Pengyu, General Manager Assistant, delivered a report titled 'Interpretation and Communication of the Research Talent Reward and Incentive System'. Four research units presented their achievements and exchanged experience.
During the conference, four individual awards at or above the provincial and ministerial level and six team awards for 2023 were circulated and commended. The representatives at the meeting held concentrated discussions on difficult and hot topics such as scientific and technological self-reliance and self-strengthening and the reform of the scientific research system and mechanism, and all expressed that they would seize development opportunities, overcome difficulties and promote the transformation of scientific and technological achievements into real productive forces.
In his speech, Ma Zongli pointed out that this conference was held precisely to place scientific and technological innovation in a more important position at the new historical starting point of the lubricant company's development and to sound the clarion call for building a world-class high-tech company. The strategic goal of 'building a responsible, warm and well-regarded world-class high-tech brand company' determined by the Company's Party Committee is the direction of effort for the current period and for some time to come. Being responsible means acting as an important stabilizer and ballast for economic development and people's livelihood, shouldering the mission of fully serving and safeguarding national strategic security and major needs, and relying on scientific and technological innovation to solve the bottleneck problem of key core technologies and firmly hold the rice bowl in one's own hands; being warm means providing customers with high-quality products and services; for research units, serving production and sales and meeting customer and market needs is always the theme and main line of scientific and technological innovation work, and they should closely focus on the characteristics of the industrial chain and product features, promote the close integration of research and practice, achieve cost reduction and efficiency improvement through technology, create greater value for customers, and give warmth to customers and society; being well-regarded means achieving a leading brand position through scientific and technological innovation; the goal of the 14th Five-Year Plan for science and technology is to master core technologies by 2030, form more than two major key technologies with international leadership, obtain one to two national-level technological achievements, and establish an important position in CNPC's and the industry's innovation system; a world-class high-tech brand company should reflect the positioning of a highly technology-intensive enterprise, initially build a globally renowned brand by 2030, and become an efficient and lean high-tech company with core independent intellectual property rights.
Ma Zongli stressed that, first, we must consolidate the foundation of science and technology and rank among the world's leaders in important scientific and technological fields. Colleagues on the science and technology front should fully recognize their own gaps and deficiencies in independent innovation, market awareness, achievement transformation and talent teams, comprehensively enhance their sense of hardship and crisis, think deeply about what should be upheld and consolidated and what should be improved and developed, conscientiously summarize and review their work and valuable experience, and improve the foundation of science and technology in a down-to-earth manner.
Second, we must strengthen strategic orientation and solve innovation and development problems in key core technology fields. The broad cadres and employees should stand at the height of the Party and the state as well as the Company's overall strategic situation, deeply understand the strategic significance of innovation-driven development, examine their own functional role in the Company's development, keep in mind the 'top priorities of the country', and unswervingly serve as a banner and benchmark in high-level scientific and technological self-reliance and self-strengthening.
Third, we must strengthen the supply of science and technology and serve the main battlefield of business development. Research units should further identify their functional positioning, echo the Company's strategic development, solve the problem of coordinated development of the two major research institutes and product design, and clarify 'how to coordinate' and 'what to coordinate'. It is necessary to quickly reverse the organizational concept, strengthen the concept of teamwork and corps-style operations, frequently exchange and cooperate at multiple levels with high-level research institutions and enterprises at the high end of the industry, and closely collaborate and jointly tackle problems with engineering, design, production and sales enterprises within the system. It is necessary to quickly reverse the concept of research and development; one must not rest on one's laurels or work behind closed doors, but must work with sales to go deep into the market, the front line and the site, solve the problems of being far from the market and far from the site, keep abreast of market changes and customer needs, take market demand as the orientation of research and development, truly ensure that topics come from the enterprise, from production, from the market and from customers, and apply achievements to the enterprise and serve the enterprise with technology.
Fourth, we must deepen reform and innovation and form a vibrant scientific and technological management and operation mechanism. It is necessary to further adjust and optimize the scientific research assessment and incentive methods and precisely grant the use of funds, personnel assessment and supporting conditions in special fields. It is necessary to deeply implement the talent-strengthening-enterprise project, create a good environment for innovative talent to display their abilities, and effectively mobilize the enthusiasm, initiative and creativity of research personnel. Research units should strengthen top-level design; with reference to the Group's 'five major special projects', 'ten major projects' and '7+3' strategic layout for scientific and technological innovation and the 'three tens' special improvement action of the refining and chemical new materials company, enrich and improve the Company's medium- and long-term science and technology development plan; on the basis of in-depth study of the industrial transformation and upgrading of the state and the Group Company and the layout of 'strategic emerging' industries, further refine the implementation path and indicator system, select research fields accurately, do a good job in research platform design, improve supporting mechanisms, and determine the main direction of attack through marketization.
Fifth, we must vigorously carry forward the petroleum spirit and the spirit of innovation, advocate a work style of hard work, and comprehensively improve work quality and ability. Party committees at both levels should shoulder the responsibility of leading and organizing scientific and technological innovation and development, be good at mobilizing innovative elements from all sides and giving play to the enthusiasm of all kinds of talent, and gather strength for scientific and technological innovation. Leading cadres at all levels should play an exemplary role, take the lead in enhancing the ability and skill to lead development, cultivate a global vision and feelings for the country and family, continuously improve their qualities and abilities in strategic layout, research tackling, achievement transformation, talent cultivation and risk control, and establish a good image of hard work and enterprise. The broad research personnel should vigorously carry forward the petroleum spirit and the spirit of scientists, continuously strengthen ideological tempering, political experience, practical exercise and professional training, charge ahead and set an example in tasks such as tackling hard problems and handling urgent, difficult, dangerous and heavy tasks, bravely serve as pioneers in scientific and technological innovation, and strive to build a high-quality talent team that is politically competent, highly skilled and capable of winning battles. Each unit should further improve the quality of Party building. It is necessary to continue to promote the organic integration of the 'three basics' of Party building and the 'three foundations' work, regard the difficult points of project tackling as the focus of grassroots Party building work, promote the 'large corps' operation and the 'open competition for the best candidate' system, and encourage research backbones to play a vanguard and exemplary role in scientific research tackling, technical services and achievement promotion.
