On July 9, Premier Li Keqiang chaired an executive meeting of the State Council, which decided that from September 1, 2014 to the end of 2017 three categories of new energy vehicles would be exempt from vehicle purchase tax; on the 13th of the same month, the National Government Offices Administration, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly published the Implementation Plan for Government Agencies and Public Institutions to Purchase New Energy Vehicles, stating that by 2016 central government agencies and the government agencies and public institutions of cities included in the new energy vehicle promotion and application program must buy new energy vehicles accounting for no less than 30% of the total vehicles procured and renewed that year, with the proportion rising year by year. These favorable policies for the new energy vehicle sector will greatly stimulate the consumer side and drive up both the sales and the pace of popularization of new energy vehicles.
