To record this extraordinary year for PetroChina, the Party Publicity Department, the Party-Masses Work Department and China Petroleum Daily jointly carried out the "Top Ten News Events of PetroChina in 2020" selection, the first mass selection of annual top ten news events by PetroChina. Based on news published by mainstream domestic media and by China Petroleum's press, and after recommendations by relevant departments of the group company's headquarters and specialised companies and expert review, 32 candidate news events were produced. The selection was carried out on the Iron Man Pioneer app, with more than 152,000 cadres and employees voting enthusiastically, producing the "Top Ten News Events of PetroChina in 2020", officially unveiled today.

On January 19, Dai Houliang, Secretary of the Party Leadership Group and Chairman, chaired an enlarged meeting of the Party Leadership Group on his third day in office to study and implement the spirit of General Secretary Xi Jinping's important speech at the fourth plenary session of the 19th Central Commission for Discipline Inspection.

Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has made important speeches and instructions concerning PetroChina eight times, drawing up the blueprint, clarifying the direction and injecting momentum for petroleum development. In 2020, the group company's Party Leadership Group organised a "look back" on the implementation of the General Secretary's important instructions, going through the implementation situation item by item, summarising and distilling the main results and studying and proposing improvement measures, so as to ensure that General Secretary Xi Jinping's important instructions and the decisions and arrangements of the Party Central Committee take effect in PetroChina. It improved the working mechanism for the Party Leadership Group to request instructions and report to the Party Central Committee, submitted special reports to the Party Central Committee in a timely manner, and always maintained a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core, ensuring that PetroChina's reform, development and Party building cause always advance in the right direction.

Facing the combined impact of the COVID-19 pandemic and low oil prices, a million petroleum people faced a severe test. On April 16, PetroChina held a mobilisation and promotion meeting on improving quality and efficiency. Dai Houliang, Secretary of the Party Leadership Group and Chairman, stressed that "when difficulties lie before us, we stand before them; when we stand before them, no difficulty is insurmountable", and launched the special action for improving quality and efficiency and the themed education activity of "fighting the severe winter, changing concepts, bravely taking responsibility and reaching a new level" across the whole group, sounding the charge for the battle to prevent and control the epidemic and the battle to protect returns.
The group company organised more than a hundred production and operation coordination meetings and pushed more than 600 work items into implementation; 10 specialised companies and all enterprises and institutions formulated and steadily implemented the "Implementation Plan for the Special Action on Improving Quality and Efficiency", carried out more than 6,000 innovation and efficiency breakthroughs and put forward nearly 100,000 rationalisation proposals. The broad ranks of cadres and employees implemented the "four refinements" requirements, deeply advancing efficiency gains through optimisation, cost reduction and operations, and achieving solid results in the special action.
Using the themed education as a vehicle, enterprises and institutions at all levels passed on pressure and confidence level by level and gathered thinking and strength. Since the launch of the special action for improving quality and efficiency and the themed education activity, PetroChina's production and operation situation improved month by month and it achieved positive net profit. A number of indicators, including the unit full cost of domestic crude oil, the unit full cost of domestic natural gas and selling and administrative expenses, all fell by more than 7% year on year, and the five categories of expenses fell by more than 42% year on year, winning the "double victory" in epidemic prevention and control and in production, operations, reform and development.

PetroChina's domestic oil and gas output equivalent exceeded 200 million tonnes of oil equivalent for the first time, another historic leap after crude oil output surpassed 100 million tonnes in 1978. Natural gas output equivalent exceeded 100 million tonnes for the first time, up 11.6 billion cubic metres year on year, the largest increase ever, and exceeded domestic crude oil output for the first time to account for half of the total.
Daqing Oilfield achieved stable domestic crude oil output of 30 million tonnes for six consecutive years, continuing to consolidate its position as the country's largest crude oil production base; Changqing Oilfield's oil and gas output kept growing, building the first super-large oil and gas field with an annual output of 60 million tonnes and opening a new era in the history of China's petroleum industry development; Tarim Oilfield challenged the limits of ultra-deep layers and built a high-quality 30-million-tonne large oil and gas field; Southwest Oil and Gas Field continued to speed up, increase output and improve efficiency in shale gas, fully building a 30-billion-cubic-metre strategic gas area and the country's first 10-billion-cubic-metre shale gas field; Xinjiang Oilfield expanded the scale of profitable production of Mahu conglomerate reservoirs, with output rising steadily; Liaohe Oilfield actively advanced the transformation of major development methods such as SAGD, in-situ combustion and binary flooding, striving to maintain stable output of 10 million tonnes...

Facing the sudden onset of the COVID-19 pandemic, PetroChina bravely acted as a vanguard of central enterprises in fighting the epidemic, throwing itself into the people's war against the epidemic with extraordinary conduct, resolve, action and speed.
On January 26, the second day of the Chinese New Year, PetroChina Group held an enlarged meeting of the Party Leadership Group to convey and study the spirit of the central leadership and deploy COVID-19 prevention and control work; on the third day of the New Year it held the first meeting of the epidemic prevention and control work leading group; on February 2, Dai Houliang, Secretary of the Party Leadership Group, Chairman and head of the epidemic prevention and control work leading group, visited units in Beijing to investigate the epidemic prevention and control situation... Mobilising all available resources, it quickly built 22 mask production lines and 7 meltblown fabric production lines, running at full capacity to produce various anti-epidemic materials for nationwide relief. It actively coordinated relevant medical forces to take part in the fight against the epidemic; 63 medical team members supported Hubei, and donations of goods and cash by all Party members, cadres and employees exceeded 100 million yuan in total... Hongtu Avenue service station became the only service station in the country to be awarded the title "National Advanced Collective in the Fight against COVID-19"; 5 people were named "Advanced Individuals of Central Enterprises in the Fight against COVID-19"; the Hubei Branch of Natural Gas Sales was named "Advanced Collective of Central Enterprises in the Fight against COVID-19"; and the Party Committee of the Hubei Branch of Natural Gas Sales was awarded the title "Advanced Grassroots Party Organisation of Central Enterprises"...

Implementing more than 2,800 poverty alleviation projects and helping 10 designated poverty alleviation counties shake off poverty, PetroChina delivered the "petroleum answer sheet" on poverty alleviation
Winning the battle against poverty was a solemn commitment made by the Party Central Committee to the people of the whole country. PetroChina is responsible for assisting 10 designated poverty alleviation counties and 3 counterpart support areas in 7 provinces across the country, the largest number among central enterprises. In 2020, PetroChina carried out poverty alleviation work with higher standards, greater effort and more solid measures, helping to win the battle against poverty in all respects.
On June 29, PetroChina held a research meeting on designated poverty alleviation counties, at which Dai Houliang, Secretary of the Party Leadership Group and Chairman, and Li Fanrong, General Manager and Deputy Secretary of the Party Leadership Group, connected by video with Chabucha'er County and Toli County in Xinjiang respectively to investigate poverty alleviation work; on August 24, Dai Houliang went to Taiqian County and Fan County in Henan for a special investigation of poverty alleviation work... Over the year PetroChina held 6 special meetings on poverty alleviation, drawing up work plans and deploying and advancing all work.
In accordance with the arrangements of the Party Central Committee and the State Council, PetroChina solidly advanced designated poverty alleviation and counterpart support work in 13 counties in 7 provinces nationwide, investing about 172 million yuan in assistance funds over the year and implementing 84 assistance projects. It launched activities such as the hundred-day campaign of "a hundred cities, ten thousand stations - poverty alleviation and helping farmers", boosting consumption-based poverty alleviation. Its 72 enterprises, in 226 counties and 326 villages nationwide, invested about 174 million yuan, built 551 projects and dispatched 1,504 poverty alleviation workers to the frontline of the battle against poverty. By the end of 2020, PetroChina had carried out more than 2,800 poverty alleviation projects, and all designated poverty alleviation counties had shaken off poverty.

Striving to lead PetroChina onto a new journey of building a world-class comprehensive international energy company through the high-quality development of marketing work
PetroChina held its first marketing work conference. Dai Houliang, Secretary of the Party Leadership Group and Chairman, delivered a keynote speech titled "Emancipate the mind, change concepts and fully strengthen marketing work", stressing the need to strengthen marketing work, to follow the laws of market economy development and the operating laws of the oil and gas industry, and to adhere to the marketing guideline of "market-oriented, customer first; production determined by sales, sales promoted by production; integrated coordination, win-win competition and cooperation".
Business segments and enterprises and institutions at all levels strengthened market awareness among all staff, enhanced overall planning and top-level design for marketing, rationalised the marketing management system and advanced the digital transformation of marketing. Refining and chemical enterprises aligned themselves with the market, promptly adjusted the diesel-to-gasoline ratio and increased the output of high-efficiency products and high-end chemical products; the sales business strengthened the link between production and sales, enhanced sales capability and stabilised market share; the scale of oil product sales continued to expand and market guarantee capability kept rising; the "life project" continued to advance, the marketing network became more complete, and the number of service stations increased to more than 22,000, a rise of more than 10%.
PetroChina began exploring smart service stations, fully rolled out mobile payment and achieved a major breakthrough of 100 million online users; it launched a pilot "Amoeba" business model to stimulate the operational vitality of all staff; the quality of the non-oil business continued to improve, with annual store sales revenue and total gross profit continuing to rise year on year. "Selling vegetables at petrol stations" and "PetroChina livestream selling" became internet buzzwords, with online and offline businesses forming a powerful marketing synergy.
For the fourth consecutive time, PetroChina retained the annual national brand power index championship in the service station category of the wholesale and retail industry; the Kunlun Easy Joy brand was valued at 12.632 billion yuan, ranking among the top in the national retail industry. Marketing's leading role in enterprise reform and development was strengthened, driving the enterprise's transformation from "production-oriented" to "operations-oriented".

At the PetroChina Group leadership meeting on July 28, Dai Houliang, Secretary of the Party Leadership Group and Chairman, delivered a speech titled "Deeply study and implement the spirit of the fourth plenary session of the 19th Central Committee of the Party and advance the modernisation of the corporate governance system and governance capacity", clearly setting out the overall approach and overall goal for advancing that modernisation.
PetroChina clarified its "four persistences" strategy for invigorating the enterprise, its "four modernisations" governance guidelines, three phased goals, the "six key tasks" for optimising and improving the corporate governance system and the "four requirements" for enhancing governance capacity, defined the overall work layout of "development, reform, adjustment, management, innovation and Party building", and painted a grand blueprint for PetroChina to further advance the modernisation of its governance system and governance capacity.

Overcoming severe challenges such as low oil prices, production limits and the COVID-19 pandemic, PetroChina's overseas oil and gas equity output remained stable at 100 million tonnes
In 2020 PetroChina's overseas oil and gas equity output reached 100.09 million tonnes of oil equivalent. This was another year of stable output after overseas oil and gas equity output equivalent exceeded the 100-million-tonne mark for the first time in 2019, showing that PetroChina's overseas oil and gas business withstood the double test of the pandemic and low oil prices and that its production and operations, commercial operations and risk prevention and control capabilities continued to improve.
Chairman Dai Houliang attended the opening ceremony of the third China International Import Expo and the Hongqiao International Economic Forum and listened to President Xi Jinping's keynote speech; he attended the PetroChina International Cooperation Forum and delivered a keynote speech; and he attended activities such as the shareholders' high-level video meeting on the Russian Arctic LNG 2 project, the special video meeting of the Abu Dhabi CEO roundtable and the video meeting of the BRICS Business Council, further strengthening PetroChina's determination and confidence to build a new type of energy partnership with peers around the world.
PetroChina's international energy cooperation advanced in depth, doing its utmost in the international market to ensure smooth production and operations in the five major oil and gas cooperation zones and to guarantee the security of supply along the four major energy corridors, and continuously enhancing the operating capacity of its three major oil and gas operation centres. Through large oil and gas cooperation projects, PetroChina turned the Belt and Road region into a main profit-contributing area for overseas oil and gas business, a resource-guaranteeing area for cross-border corridors, a coordinated adjustment area linking domestic and international markets and an important cooperation area for its advantageous service capacity.
PetroChina worked hard to overcome the impact of unfavourable external factors and steadily advanced a number of key production capacity construction projects in Russia, Turkmenistan, the United Arab Emirates and other countries. By establishing strategic partnerships with major international oil companies such as Total, BP, Shell and ExxonMobil and international engineering service companies such as DuPont, it continued to carry out practical third-party market cooperation and took part in the development and utilisation of high-quality resources in high-end markets such as Russia, the Middle East and South America.

The Party Leadership Group of China National Petroleum Corporation resolutely implemented the "two unswerving consistencies" requirement, firmly gave play to the leading role of Party committees (Party Leadership Groups) in setting direction, managing the overall situation and promoting implementation, established and improved systems such as the rules of procedure of the Party Leadership Group, strictly implemented the "three important and one large" decision-making system and democratic centralism, strengthened "one post, two responsibilities" and pressed political responsibility for running and governing the Party level by level. PetroChina continued to deepen rectification of the problems fed back by the central inspection, doing solid work on the "second half" and advancing a new round of group company inspection and patrol in an orderly manner.
