Company Holds Its First HSE Committee Meeting of 2015

On January 14, the Lubricant Company held its first safety committee meeting of 2015. The meeting reviewed the 2014 work on safety and environmental protection and on the operation of the quality and HSE systems, and set out arrangements for safety and environmental protection work in 2015.
The meeting held that in 2014 the Lubricant Company earnestly implemented the group company's overall arrangements for safety and environmental protection work and, in response to the tightening of safety supervision, deeply advanced HSE system building, strengthened the treatment of safety and environmental hazards, strictly supervised work processes, effectively implemented safety and environmental responsibilities, steadily enhanced risk prevention and control capabilities and further raised the level of intrinsic safety; the company's safety and environmental situation remained stable and controllable, achieving the safety and environmental goals of “zero accidents, zero injuries, zero pollution.”
The meeting made clear that in 2015 the company must closely focus on the main line of HSE system building, adhere to centering on the risk control of production operations, highlight the return of responsibilities to their proper place, on-site control, hazard inspection, contractor supervision, and energy saving, emissions reduction and pollution prevention and control, and focus on the treatment of non-routine operations, striving to achieve the goals of “two eliminations” and “three 100%.”
Company general manager Wang Ling stressed in conclusion that, faced with the current stage of strict supervision and the severe safety and environmental situation, leading cadres at all levels and the broad ranks of employees must actively adapt to the environment, always maintain a high sense of responsibility, always place HSE work in a prominent position, and recognize that improving HSE responsibility is the foundation of enterprise development. First, the problem of HSE concepts must be thoroughly resolved: before doing anything, the first thought must be HSE, and attention must be raised at the level of thinking — especially for leading cadres at or above the middle level, who must practice visible leadership through actual actions. Second, the requirement that “whoever manages work must manage safety, and whoever manages business must manage safety” must be strictly implemented; every unit and every department must perform its own duties and work together, forming a powerful joint force for safety and environmental protection work. Third, safety education and training must be carried out in a targeted way, improving the relevance and effectiveness of training. The three systems of HSE, quality and internal control must be built and operated well. System audits must be made the main lever of safety and environmental protection work, with audits conducted level by level, pressure transmitted layer by layer, and self-improvement promoted.
